WPOA wraps up informational meetings

The WPOA (Western Property Owners Association) held an informational meeting on the Long Island Rail Road 3rd track on Tuesday night. Residents reviewed an informational PowerPoint presented by the consortium building the 3rd track, and asked many questions on traffic, soil sampling and construction timelines. New information for the WPOA was the start date for closing Covert Avenue, which is now set for February 2019. This pushed New Hyde Park Avenue crossing work’s back to roughly August – September 2019 time frame.

The 3rd track group will return to the WPOA for our January 2019, general meeting with a proposed detailed plan for traffic control. Please watch the WPOA web site (gcwpoa.com) for the presentation from Tuesday night and important contact information provided at the meeting.

One issue which has come up which concerns the WPOA is the National Grid project on Plattsdale Road. Slated for a two – four week period in May 2018, the initiative was pushed back to July and has now stretched out to well over two months. Coming into a neighborhood at 5AM with generators running has made this summer on Plattsdale very difficult. The WPOA has requested that state and Village representatives review National Grid’s work plan and assess what impediments caused this initiative to fall far short of guidelines. No non-emergency work should become a burden on our residents and, in the future, it is critical that oversight by the village include time restrictions and penalties for National Grid’s failure to meet expectations.

WPOA enjoys evening at Garden City Pool

The WPOA recently enjoyed a night at the Garden City Pool, including refreshments and raffles.

The next meeting of the WPOA is tentatively Tuesday, August 21st. This will be a General Meeting to discuss rejection of its request for tabling fireman firing resolution, status of referendum on issue and gathering input on St Paul’s presentation. WPOA ANNUAL MEETING FEATURES SPEAKERS POLICE COMMISSIONER JACKSON AND KATHARINE JUSHCHENKO

The Annual Meeting of the Western Property Owners’ Association was held Tuesday night at Homestead School.  Guest speakers included Police Commissioner Kenneth Jackson and Girl Scout Gold Award candidate, Katharine Jushchenko.  Commissioner Jackson spoke on school safety and the excellent coordination between the police department and school administration. Kat Jushchenko provided information on the opioid crisis and the importance of properly disposing of our medicines. One alarming statistic stated 70 percent of users get their most recent opioids from a family member or friend’s leftover prescription supply. Both speakers’ messages were well received and appreciated by WPOA members.

The Annual Meeting also included the election of a new Director Michael Fonseca and Secretary, Joseph Ra. President Gerry Kelly, Vice President RoseAnn Vernice and Treasurer Arnold Finamore were all reelected for another year.

LIRR 3RD TRACK SPECIAL MEETING Wednesday, April 11, 7:30 PM

The WPOA will hold a Special Meeting with the LIRR on Wednesday,  April 11 at 7:30 PM at the Senior Center. Please come and ask any questions you may have or if you want to gather information for your organization you are invited to attend.
Third Track Update

The initial stages of improving the LIRR’s Main Line from Floral Park to Hicksville will begin in the coming weeks with pre-construction activities.

This preliminary phase is expected to continue for approximately six months.  Actual construction in the Village of Garden City is not expected to take place until late 2018. Once completed, not only will the LIRR be improved, but crossings will be safer and more efficient and stations will be upgraded and made easier to use.

The first steps in any major construction process include surveying, measuring and evaluating the construction zone to make the final design of the project possible. Following are three activities you may notice in the Village in the coming weeks:

Surface Surveying:

This activity will make it possible to create accurate maps and measurements for the project design. Surveyors in hard hats and high visibility vests using sighting equipment will be visible on local streets.

  • March, April and May: at New Hyde Park Road, to locate test pits, utility pole locations and street elevations
  • March, April and May: at Merillon Avenue station, to locate existing poles, information on platforms and street elevations and geometry

Subsurface Surveying: 

This activity will obtain geological data adjacent to the LIRR right of way. Soil sampling for environmental testing will also be scheduled at designated locations. Large machines in the street will take these samples and imagery. Roads will not be closed or significantly obstructed as machinery will be positioned on the side of the road, though machinery will take up parking spaces. A sound similar to an engine operating with frequent hammer strikes can be heard. This may also cause some vibrations which should only be felt for a short distance.

  • April 3-5, 2018: Between south LIRR right-of-way and county recharge basin on gravel access road (three locations)
  • April 9, 2018: Kilburn Road cul-de-sac
  • April 21, 2018: Merillon Avenue station parking lot, SE quadrant
  • April 26, 2018: Railroad Avenue at Fifth Avenue, SE corner
  • April 27, 2018: North of Main Avenue, in brush, at Kildare Road
  • April 30, 2018 – May 2, 2018: Main Avenue, north side, just east of Denton Road

Utility Location Pits:

This activity is designed to accurately document the location of underground infrastructure, such as water, electric, telephone, natural gas and sewer lines. These buried utilities must be fully mapped before future project excavation takes place.

  • April 30 through May 10: locations on New Hyde Park Road, seeking locations of water, Verizon, LIRR cables and pipes
  • May 11-29: locations at Merillon Avenue station, seeking locations of electric service and gas service

 

 

WPOA NOMINATING COMMITTEE REPORTS RESULTS

WPOA Nominating Committee Reports Results

The Western Property Owners Association Nominating Committee met on February 26, 2018 and nominated Gerry Kelly for President, RoseAnn Vernice for Vice President, Joe Ra for Secretary, Arnold Finamore for Treasurer, and Nick Vernice and Michael Fonseca for Director positions.

Joe Ra, a resident of the Western Section since 2011, attended St. Anne’s School and St. John’s University, receiving his BA degree in Criminal Justice in 2004, and an M.P.S. in Criminal Justice Leadership in 2008. Mr. Ra works at the Nassau County Board of Elections and also has experience in the Chief Clerk’s Office at the New York State Unified Court System. Joe has also worked part-time for the Franklin Square Water District (2010-15). Joe and his wife, Giovanna, have two young sons and look forward to raising their children in Garden City. Joe has an interest in government, and volunteered to serve as Secretary of the WPOA in 2017.

Mike Fonseca moved to Garden City in 2016 and became immediately involved in their Garden City community when he and his wife, Lauren, saw a need for additional stop signs at Roosevelt Street and Salisbury Drive.   The Fonseca family and their neighbors came to the WPOA for assistance, and the Village Traffic Commission approved the additional stop signs. Joe has a financial background; he attended SUNY Purchase, receiving a BA in Literature with a Minor in Economics, and Columbia University’s post baccalaureate Business Program. He currently works for Virtu Financial in Manhattan, where he is Head of Securities Lending. In addition to finances, Joe, the father of two young daughters, has an interest in libraries and library programming, as well as seeing that the Village of Garden City has safe parks for children.

In 2016, the WPOA passed new procedures to cover the nomination and election of Trustees, School Board representatives as well as Officers and Directors. The rules for the WPOA are as follows:

Western Property Owners Association Seeks Student Ambassadors

The Western Property Owners Association (WPOA) is offering the opportunity for any High School students to serve as “Student Ambassadors” to the WPOA. The WPOA is an organization based in Garden City, whose purpose is to protect the interests of the residents of the Western Section of Garden City. The Student Ambassador Program is designed to introduce high school students to Garden City’s Village Government through attendance at Village government meetings, participation in WPOA meetings, and the development and coordination of a community service project.

The selected ambassador serves during his or her high school years. Qualifications for candidates include the following:

  • Be a resident of Garden City whose parent(s) or guardian(s) are members of a POA;
  • Preferred, but not required, resident of the Western section of Garden City;
  • Be a high school student during the 2018-19 school year;
  • Be available for Village meetings and WPOA meetings;
  • Have an interest in learning about and participating in local government.

 

High School Student Ambassador responsibilities are as follows:

  • Attend WPOA meetings (typically the second Wednesday of the month at 7:30 P.M.);
  • Attend one or two other monthly Village government meetings and/or School Board meetings and report back to the WPOA on the impact the issues discussed may have on residents of the Western Section and the Village at large. Dates and agendas for Village government meetings can be found on the Village website at http://www.gardencityny.net/
  • Completion of the Ambassador’s agreed service project;
  • Delivery of a report to the WPOA at the end of the Ambassador’s term outlining his/her accomplishments during the term and thoughts on ways to further improve the program.

Western Property Owners Association Lights Christmas Tree

On Friday evening, December 8, the Western Property Owners Association (WPOA) celebrated the Holiday Season with the lighting of a Christmas Tree on New Hyde Park Road. Staff from the Village of Garden City Volunteer Fire Department, Police Department, and Parks and Recreation contributed to a safe, fun event for all the children and neighbors who attended the annual event. Program MC Sal Nastasi provided a wonderful set of Christmas music, which was complemented by the lovely and talented performers of Broadway Bound, under the direction of owner Debbie Tavernese.

The WPOA thanks its Tree Lighting Committee chairperson, Vice President RoseAnn Vernice, and Director Maureen Dellacona, who were ably assisted by the WPOA’s Student Ambassador Mark Michon. Special appreciation also goes to the Town of Hempstead for providing its showmobile, a perfect stage for the young entertainers, and to the Parks and Recreation Department and Supervisor Steve Espey for making sure the Christmas tree went on! The WPOA welcomed our returning guests: State Assemblyman Ed Ra, Nassau County Legislator Laura Schaeffer, Chamber of Commerce Director John Wilton, Western Section Board of Trustees members Bob Bolebruch and Stephen Makrinos, as well as Central Trustee Theresa Trouve, and Eastern Trustees John Delaney and Mark Hyer, who provided support to make this event a success.

Finally, thank you, Santa Claus, for taking time out of your busy schedule to join us and for bringing your assistants from the Volunteer Fire Department who coordinated the logistics for such a distinguished guest. See you next year!

WPOA Celebrates Record Breaking Year

At the Meet and Greet at Doc O’Gradys earlier this month the Western Property Owners Association (WPOA) celebrated a Jet victory, an updated web site and signing up 300 members for the first time in four years. Doc O’Gradys provided delicious food and excellent service throughout the evening’s festivities . President of the WPOA, Gerry Kelly, remarked on the tremendous energy provided by the new Directors and combined with the depth of experience on the Board, 2018 could be a year we shatter all records on the Westside of Garden City.

The December calendar includes an Officer and Director meeting on Wednesday December 6, from 7:30 to 9 PM (open to the public) at the New Senior Center and our Christmas Tree Lighting on Friday, December 8th at 6 PM at corner of New Hyde Park Road and Plattsdale in the shopping district. Vice President RoseAnn Vernice has organized this event with the help of Director Maureen Traxler Dellacona and various village departments.

Fall Bird Sanctuary Tour

On Saturday, October 21, 2017 the Garden City Western Property Owners Association (WPOA) kicked off their fall social calendar of events with a tour of the Bird Sanctuary. The weather was ideal to tour this hidden jewel on Tanners Pond Road. The 45-minute tour was led by Bird Sanctuary Vice President Elizabeth Bailey and Treasurer, Tim Martens. Both were very knowledgeable about the 9-acre nature preserve and its wild life. Also pointed out were many Eagle Scout and Gold Award projects, which added to the charm and function of the Bird Sanctuary.

Pizza, refreshments and goodies were provided. Our lucky 50/50 raffle winner was Kathy Auro drawn by Liz Kelly. The WPOA wished to thank the Bird Sanctuary and their great staff.
