WESTERN PROPERTY OWNERS ASSOCIATION HIGH SCHOOL AMBASSADOR PROGRAM APPLICATION FORM

About the Program:
The Western Property Owners Association (WPOA) is offering the opportunity for High School students to serve as “Student Ambassadors” to the WPOA. The WPOA is a civic organization, whose purpose is to advocate for the interests of residents in the Western Section of Garden City. The Student Ambassador Program is designed to introduce high school students to Village Government through attendance at Village meetings, participation in WPOA meetings, and the development and coordination of a community service project.

Qualifications:

  • Be a High School Sophomore or Junior in the Spring Semester
  • Be a resident of Garden City whose parent(s) or guardian(s) are members of a POA;
  • Preferred, but not required, resident of the Western section of Garden City;
  • Be available for Village meetings and WPOA meetings and special events, such as the West’s annual Tree Lighting;
  • Have an interest in learning about and participating in local government.

Responsibilities:

  • Attend WPOA meetings (a schedule will be provided);
  • Attend one or two monthly Village government meetings (Village Trustees, Traffic, Environmental/Zoning, Recreation, etc.), School Board or Library Board, and report back to the WPOA on issues discussed. Dates and agendas for Village government meetings can be found on the Village website at http://www.gardencityny.net.
  • Completion of the Ambassador’s agreed service project;
  • Delivery of a report to the WPOA at the end of the Ambassador’s term outlining his/her accomplishments and thoughts on ways to further improve the program.

The WPOA will contact applicants and set up an interview before the selection of Ambassadors are made.

WPOA Seeks Applicants for Officers and Directors

The Western Property Owners Association (WPOA) is seeking applicants for the positions as Officers and Directors; these terms begin in April 2022. Any resident of the Western Section of the Village who is interested in seeking office or joining the WPOA Board of Directors is asked to submit a letter of interest and a resume. Applicants can send their interest and contact information to the WPOA, P.O. Box 7976, Garden City, NY 11530, or to President RoseAnn Vernice at ravernice26@gmail.com. The deadline for submission of applications is Tuesday, March 1, 2022.

The WPOA Nominating Committee will contact applicants to schedule interviews beginning in mid-March.

Former Mayor Jerry Lundquist recently spoke at a WPOA meeting and said that through volunteerism, residents learn the workings of the Village. “It’s very rewarding,” he added. “The POA is your grassroots organization.” Our WPOA officers and directors get involved in Western section issues, such as safety improvements to the New Hyde Park Road corridor, the annual West End Christmas Tree Lighting ceremony, Meet and Greets to connect with neighbors, and Villagewide issues.

The Western Section of Garden City is bordered on the north by the main line of the LIRR, on the east by the west side of Tanners Pond and Edgemere Roads, on the south by Cambridge Avenue and on the west by Jefferson Street.

Officer and Director Positions

In addition to the positions of President, Vice President, Secretary and Treasurer (all one-year terms), the WPOA has several Director positions (a three-year term) that are open or have terms expiring in 2022. These positions and their responsibilities are:

Building & Zoning

  • Attend Zoning Board of Appeals meetings when possible
  • Alert WPOA Board of Directors to any changes occurring in the Village
  • Be familiar with zoning within WPOA boundaries
  • Field resident inquiries on building code and zoning

Correspondence, Legislation, Historian

  • Develop and send newsletters
  • Coordinate mailings with printer and Membership Director
  • Chair by-laws committee when needed
  • Handle special correspondence for the WPOA
  • Maintain WPOA historical data

Programs, Publicity and Business Liaison

  • Propose speakers for general meetings
  • Notify newspapers of upcoming meetings and events
  • Submit articles to newspapers following general meetings and events
  • Interact with business community

Public Utilities and Transportation 

  • Interact with Garden City water, Western Nassau Water, LIRR and appropriate others on issues pertinent to the West
  • Field resident inquiries about Stewart Manor and New Hyde Park Road RR stations and general condition of Railroad related properties

Schools Liaison

  • Interact with School Board Trustees
  • Handle resident inquiries concerning Stratford and Homestead Schools
  • Issue statements at School Board meetings from the WPOA when needed
  • Attend School Board meetings when possible

POAs Anticipate a Healthy and Dynamic 2021 Trustee Nominating Season

During the recent Village election and unprecedented school year, many residents have expressed concerns about transparency, accountability and “being heard” by their elected representatives on the Village and School Boards.

Please be assured that the POAs have a tradition of advocacy and support for residents and their concerns. While the POAs have always had an important role in identifying residents who would volunteer to serve on these boards, the opportunity and ability for other groups or individuals to appear on the village and school ballots have always existed by following the required legal process and obtaining the required number of signatures. 

Garden City has a unique form of government stemming from the Community Agreement put in place at the time of Village incorporation, which is meant to be free from political partisanship. The candidates nominated by the four POAs appear on the village ballot as the “Community Agreement Party” or “CAP” by tradition. Please note that over the past 100 years, CAP has simply been the way the POA candidates are presented on the ballot. 

The POA nominating processes are designed to ensure equal representation from each of the four geographical sections of the Village – 2 Village trustees and 1 School Board trustee each from the West, the Estates, the Central and the East. The Nominating Committees are bound by their applicable POA by-laws, which put forth established rules to be followed by the Committee members. The four POAs’ by-laws are similar but not identical. Over the past six months, each of the POAs has been reviewing its by-laws with the objective to update and refine its Nominating Committee responsibilities. An effort is being made to conform the nominating committee processes among the four POAs.

The POA Nominating Committees will soon start the 2021 process of soliciting candidates for 4 Village Board trustee positions (one from each section) and 2 School Board trustee positions (one each from the Estates and the Western Sections).

This year, the four POAs are introducing changes for their Nominating Committees to enhance the process, which would include:

  • September 2021

–Announce Open Positions and Publish articles in the Garden City News on the process residents should follow in submitting resumes and letters of interest for Village and School Board positions

  • Early October

–Host a joint Information Session for residents who are interested in learning about qualifications and hearing an overview of the nomination process. It is expected that one or more members of the current Village and School Boards will attend to provide insight into the roles and responsibilities of these important positions. A Question-and-Answer period will be included. The session will be held at the Senior Center, 7:30 p.m. in person, and Zoom details will be obtained by emailing gcgetinvolved@gmail.com.

  • November/December

–Town Hall meetings in each Section to provide residents an opportunity to (a) meet the potential candidates who have submitted their names for consideration and (b) give significant input in the nominating process. Residents will be encouraged to ask questions directly to the potential candidates. Candidates will be able to share their skills and abilities, and their vision for the community.

–The POA Nominating Committees will get feedback from the attendees, giving them the benefit of residents’ perspectives regarding the candidates. Each POA Nominating Committee will meet separately to select the candidate(s) to appear on the ballot from its Section. Additional enhancements to this selection process are being refined by each POA.

  • January

–At the annual Resident Elector Meetings held in each Section, residents can (a) ratify selections made by the Nominating Committee, or (b) select final candidates in a run-off election, if there is more than one candidate for any specific position, through a Board of Elections paper or machine setting.

While the Joint Conference Committee (JCC), consisting of the presidents and vice presidents of the four POAs, is the villagewide POA committee that traditionally makes recommendations to the Village Board of Trustees regarding candidates for board and commissions, its main function is to find consensus for various village issues. In this capacity, the JCC has reached out and met with representatives of the newly formed “For A Better Garden City” (FABGC) group to possibly streamline or coordinate events, when possible, to ensure fair and transparent future elections in our community. The POAs hope to continue these discussions.

The POAs invite you to follow the Facebook Page “Garden City NY – Community Agreement Party” and bookmark the webpage gardencitycap.org to receive updates on the upcoming nominating process.

As always, the POAs encourage all residents to attend POA meetings (dates can be found on their websites) and volunteer their time and talents, not only on the Village, School and Library Boards, but also on villagewide committees. Residents can be assured they will find this a rewarding experience, and you will come away with the knowledge that you have contributed to the excellent quality of life we all enjoy in Garden City.

Saint Anne’s Pastor Father Tom thanks WPOA

St. Anne’s new Ministry Center came to life with the assembly of prefabricated parts during late June and early July. The modular units were stored at the LIRR Stewart Manor station parking lot, and then brought down to the construction site on Fairmount Blvd. The following letter was sent to the WPOA by St. Anne’s Pastor, Msgr. Tom Harold:

Dear President Vernice:

On behalf of the entire Saint Anne’s Parish Community, I would like to take this opportunity to give you and the entire Garden City Western Property Owners Association my sincere thanks for your assistance in procuring the Stewart Manor Railroad Parking Lot for our use with the delivery of our modular building. The use of the parking facility was an invaluable asset, and it allowed for the storage and transportation of many pieces of large and awkward building materials. By allowing Saint Anne’s the use of this site, the project was able to move forward in a smooth and efficient manner with a minimal amount of disruption to the Garden City community.

As you are aware, a little over five years ago, Saint Anne’s Parish began the endeavor to build the Saint Francis Ministry Center on the site of the former convent. This project was considered “Mission Essential” because of the wonderful wealth of Ministries that Saint Anne’s Parish offers to our parishioners and the community. Your assistance, along with the cooperation of the Garden City Western Property Owners Association, the Garden City Police Department, and the Garden City Building Department helped this project to reach full fruition.

We thank you for your patience, support, kindness, and cooperation during this project. While a great deal of the “heavy lifting” has been completed, there is still much work to be completed. We hope to celebrate the completion of the Saint Francis Ministry Center in the early fall.

WPOA Hears from Receiver of Taxes

Hempstead Town Receiver of Taxes Jeanine Driscoll, second from left, is pictured with WPOA officers, from left, President RoseAnn Vernice, Secretary Joe Ra, Vice President Maureen Dellacona and Treasurer Arnold Finamore, at the organization’s Annual Meeting on April 29. Special Guest Mrs. Driscoll spoke about the process for property owners to grieve their taxes and encouraged residents to file a grievance. She gave a personal example of a difference in taxes, neighbor to neighbor, on the homeowners’ tax bills. She also pointed out that if a homeowner is eligible for any exemptions, it is worthwhile to pursue. Mrs. Driscoll took questions from the Western residents following her remarks.

Garden City Schools

Dear Garden City School Community,

Even though the past week of school was shortened due to the Memorial Day holiday, it was a busy week for our district! I am proud to see our students continuing to demonstrate creativity and ingenuity in their remote learning work.  I am also inspired by the many parades and events taking place across our community to celebrate our students. While we aren’t physically together, I know that our children and their loved ones appreciate these kind gestures.  

As we begin to wind down the 2019-20 school year, please note that Tuesday, June 16 will be our last day of school. Teachers will focus on end of the year activities on June 15 and 16.  Since New York State required districts to continue instruction through spring break and through any unused snow days, districts are meeting their 180-day instructional mandate sooner than anticipated.   You will hear more about specific end of the year activities from your building principal. 

I have received many emails from seniors and their parents on wanting graduation on our campus with social distancing.  We have scheduled a parade on June 15th with a later graduation date in July.  Our hope is that we will be allowed to hold graduation outdoors over the summer similar to what was announced earlier this week for New Jersey.  We will be giving you the July date later this week.

The Governor’s Office has been utilizing seven metrics in its deliberations to re-open New York State. The following dashboard has the latest changes. This dashboard is updated every few days, so feel free to check back for updates on the progress in each region.

Even with this early school closure, our work as a district continues. We are preparing for the school budget vote on Tuesday, June 9 by absentee ballot only. In addition to receiving your ballot in the mail, you should have received a budget newsletter, focused solely on our proposed spending plan. In addition, all budget information can be found on the district’s website.


In preparation for the vote, we will be hosting two online video budget chats this Monday, June 1. They will be held at 11 a.m. and 7 p.m. via Google Meet. Visit the homepage of our website for details on how to join. I look forward to this dialogue. 

For those families that take advantage of the district’s summer programs, while we cannot host in-person sessions, we are planning for summer learning opportunity for students. Students entering grades K-6 will have access to optional, on-demand content work, projects and challenges. This work will build essential skills and knowledge for the new school year ahead. Students entering grades 7-12 will be offered more course-driven work and be provided with project- and challenge-based opportunities where coursework allows.  I will share more as we finalize our plans.  We are also exploring the possibility of an on-line summer enrichment program through SCOPE.  They will be surveying parents to see if there is any interest. 

As we look forward to the 2020-21 school year, the district has formed a committee to examine different scenarios for reopening in the fall. While there is still much uncertainty about how and when we can reopen our buildings, we need to be prepared for any situation – whether it’s reopening to students, the need to continue remote learning, or a mixture of both. We will keep you updated over the next several months as our plans are developed.

Finally, I want to give you an update on administrative changes within our district. I will be recommending to the Board that Kevin Steingruebner be appointed as principal of Garden City High School. Mr. Steingruebner has done an excellent job as interim principal during the 2019-20 school year, and I know he will continue to serve as a dedicated leader in our high school community. Also at the high school, Martin Malone will continue with us as the interim assistant principal for the upcoming year. Mr. Malone is a seasoned administrator who has worked effectively with the high school administrative team this year.

At the middle school, Eric Nezowitz will be returning as the interim principal. Dr. Nezowitz brings enthusiasm and a strong instructional background to the school’s administrative team. He will continue the work started this year, including reimagining the home base program, instituting a new STEAM-related course for sixth graders and focusing on our sixth grade ELA curriculum.

We are in the final stages of interviewing candidates for the assistant director of pupil personnel services position. The Board anticipates appointing someone to this position at their meeting on June 16. I look forward to sharing more details at that time.
